Position Summary
Oversees the execution of an information systems solution delivery in accordance with business needs and conditions. Accountable for providing central expertise, support, and control for an organization’s technical programs/projects. Establishes and implements strategies that have short to midterm impact on business results. Validates adherence to methodologies, budgets, timing. Provides full staffing and management for the organization’s major technical programs. Oversees vendor activity for multiple vendors, may serve as primary relationship manager.
What You'll Do:
This opportunity is for a Director, Application Development and Delivery and will oversee and lead the direction and implementation of our Data strategy across our accessibility and advanced analytics programs.
- The candidate should possess a deep, strategic understanding of enterprise-level data architecture, modernization trends, and cloud migration strategies, particularly for large, complex organizations with mainframe and diverse open systems.
Preferred Experience & Skills:
- This role requires the ability to provide oversight and guidance across the entire cloud data ecosystem. The Director will be responsible for approving high-level decisions regarding the selection and integration of cloud data services (e.g., on AWS: Redshift, Glue, S3, Lake Formation, etc.), ensuring scalability, cost-efficiency, security, and compliance. This role should be able to help assess complex technical proposals, drive standardization, and resolve architectural conflicts to ensure a cohesive and performant data landscape.
- A comprehensive understanding of data governance frameworks, data quality management, master data management (MDM), and data security policies at an organizational scale. The Director will be responsible for supporting/establishing and enforcing data policies, ensuring regulatory compliance (e.g., GDPR, CCPA, HIPAA), and championing a data-driven culture that prioritizes data integrity and accessibility. This includes experience in establishing strong partnerships with data customers such as data stewards etc.
- Demonstrated expertise in managing a portfolio of complex data programs. This involves prioritizing initiatives, allocating resources across multiple teams, managing inter-program dependencies, and ensuring alignment with overall business objectives. The Director will need to guide multiple Technical Program Managers, providing mentorship and strategic direction to ensure successful execution across all data initiatives.
- The Director should have a pulse on emerging data technologies, machine learning (ML) applications within data platforms, and advanced analytics trends. This includes evaluating new tools, methodologies (e.g., Data Mesh, Data Fabric concepts), and best practices to continually enhance the data capabilities and deliver greater value to customers. The ability to foster a culture of technical innovation and continuous improvement within the data organization is key.

- Prior experience in setting the strategic direction within a Fortune 400 organization for significant data initiatives and driving cultural change towards data-centric decision-making is essential.
- Demonstrated experience and ability to define and champion the long-term vision for the data platform on AWS, and other cloud data platforms, anticipating future needs and technological shifts.
Duties and Responsibilities
- Manages overall operations of designated area of authority. Interviews, hires, trains, and directs personnel. Prepares and conducts performance assessments, coordinates discipline and oversees Employee development as required.
- Designs, develops, modifies, and implements short-and long-term solutions to information technology (IT) needs. Defines functional strategy, ensuring alignment to overall division and corporate strategies. Drives change(s) necessary to achieve goals and objectives. Ensures responsible functions quality and service level standards are on par with division and corporate standards.
- Responsible for maintaining area budget detail and input to the annual budget, ensuring that performance objectives are met at the lowest cost. Continually monitors expenses throughout the year and revises expectations as needed.
- Keeps abreast of emerging trends, disciplines and technologies. Uncovers and implements strategies to compete and remain competitive in the industry.

Qualifications
Minimum Educational and Experience Requirements
- Bachelor's degree in IT, MIS, Business, or related field, and eight years’ related experience; or
- Associate degree in a technical field, and ten years' related experience; or
- High school diploma and twelve years' related experience required.
- Advanced degree preferred.
Additional Experience
- Prior supervisory or leadership experience required.
- In-depth knowledge of related IT disciplines required.
- Eight years’ experience in related IT function or eight years business experience and successful completion of ERIE's IT Leader Program required.
- Proficiency with word processing, spreadsheet and database software required.
