Position Summary

Assists the section supervisor with overseeing the operation of the section. Implements and administers ERIE's technical security systems, including card access, video, physical security, all proprietary databases, and fire/life safety systems for the Home Office and designated field offices. Functions as security systems subject matter expert and acts as project manager to coordinate system design, implementation and maintenance initiatives.

Duties and Responsibilities

  • Coordinates the implementation, administration and maintenance of the card access and security systems, badging system, video system, all related proprietary databases, and fire/life safety alarm systems. Works with appropriate system vendors and IT staff as necessary to implement, integrate, update and test systems. Serves as project manager for all security related system projects.
  • Leads the activities of other personnel in the section. Provides input for performance assessments as required. Works with the section supervisor to manage and coordinate the section's goals and initiatives as required. Serves as point of contact in section supervisor's absence.
  • Works with the section supervisor and corporate management on the direction of the facilities security technical systems to ensure the continued security and safety of The ERIE and its employees. Develops and articulates a coherent technology architecture and system wide integration for all security, fire life safety, card access and video technical systems.
  • Analyzes all user and system related problems and determines solutions. Coordinates problem resolution with internal technical staff and vendor's product support. Acts as a liaison between facilities security and both vendor and internal technical staff.
  • Analyzes requests from Home Office and field office users regarding changes and customizations to all facilities security technical systems. Evaluates requests and recommends and implements appropriate changes as required. Designs and implements system solutions responsive to performance requirements.
  • Reviews technology related costs identified for projects to ensure cost effective technical designs and problem solutions. Identifies, analyzes and implements appropriate industry best practices. Prepares Authorization for Expenditures (AFE).
  • Develops technical specifications for implementing or upgrading systems at the Home Office and at designated field offices. Works closely with IT on developing and integrating the related and necessary security system applications in the open system environment. Develops and maintains effective working relationships with IT technical and vendor support staff. Develops standards and processes for operations of all security control systems. Manages the established operations and implements changes and improvements as required.
  • Analyzes system hardware and software requirements. Recommends and orders equipment and software upgrades for both existing and expansion facility projects as required. Oversees, controls, and monitors all system upgrades, including hardware, firmware and software.
  • Develops audits and operational procedures to ensure all security and life safety systems both at the Home Office and designated field offices are operating and maintained properly. Ensures their conformance with company and industry best practices and standards. Oversees all required inspections, audits and testing related to all systems used by the Facilities Security Section. Develops and implements on-going internal control systems to ensure that the appropriate security access levels and clearances are maintained for all organizational levels.
  • Develops and manages all technical and end user training for the section.
  • Oversees and ensures compliance with the monitoring process for both the Home Office and all remote monitoring locations. Implements all necessary changes and improvements as required. Ensures all codes and local jurisdiction requirements are fulfilled.

Qualifications

Bachelor's degree in information technology, computer science, electrical engineering, telecommunications or related field or; Associate's degree in information technology, computer science, electrical engineering, telecommunication or related field and two years of additional related experience or; High school diploma and related professional certification(s) and two years of additional related experience or; High school diploma and four years of additional related experience, required. Six years experience with security and/or related systems, including detailed knowledge of the design, programming and troubleshooting of one or more of the following: card access systems, integrated security systems, hybrid IT-based video systems, intelligent fire alarm systems, or related information technology systems required. Advanced understanding of digital and analog signaling protocols, communications, information systems and networks required.Familiarity with and understanding of security and fire/life safety policies, codes and practices required. Previous experience with low voltage electronics preferred. Expert knowledge of one or more of the following: card access/security systems, including the system 9000 hardware, IDentiPASS software and digital video system components and software preferred. In-depth knowledge of intelligent fire alarm systems preferred. Extensive knowledge of Windows, database, spreadsheet and report writing software preferred. NICET level III or IV certification or Electronic Security Association NTS Certified Systems Integrator (CSI) or Certified Service Technician (CST) or ASIS Physical Security Professional (PSP) certification preferred. Some travel, including overnight stays required. This position requires the incumbent to be on call 24/7, and restrict vacations during peak periods.
