Position Summary
Designs and develops effective and engaging instructional materials for instructor-led, self-directed, virtual classroom, web-based, blended learning platforms and development paths for Employees and Agents in support of business and performance objectives. Performs needs analysis, researches and conducts curriculum design work consistent with sound instructional design principles while analyzing and selecting the most appropriate strategy, methodologies and technologies to maximize the learning experience and impact.
- This is not a remote position. The candidate will work from the Corporate Home Office.
- The successful candidate will lead end-to-end learning design efforts, including needs analysis, definition of measurable learning outcomes, experience design, modality selection, and evaluation strategy.
- This position requires deep expertise in instructional design methodologies and specialized learning technologies to create engaging, effective, and scalable learning solutions that drive performance outcomes.
- The successful candidate will support all key areas of ERIE's strategic focus, including strengthening our service culture, enhancing Employee and Agent capability, enabling adoption of critical platforms, and advancing both Employee and leader development.
Duties and Responsibilities
- Identifies and designs multi-media learning solutions and programs to meet business and performance objectives. Creates high-quality, interactive and visually enhanced courses, participant materials and job aids.
- Applies instructional design techniques to build the conceptual detailed design plans for complex learning initiatives with responsibility for the overall design integrity of the learning solution.
- Partners with department staff and builds relationships with business areas. Engages team members throughout the development life cycle of training solutions: needs analysis, proposal, design, development pilot, implementation, measurement and support.
- Conducts needs analysis to identify training needs to address skill and performance-related learning gaps.
- Designs and develops development paths for individual job functions by synthesizing content from subject matter experts and existing materials; develops source content, including graphics, audio, video and assessments, to support learning objectives.
- Designs and develops learning materials including facilitator guides, participant guides, PowerPoint presentations, Job Aids and audio and video scripts.
- Designs and develops eLearning storyboards to precisely communicate instructional strategies to key stakeholders.
- Organizes, performs and oversees quality assurance of final materials and deliverables to ensure concepts are properly designed.
- Utilizes a broad range of interactive and engaging instructional methods, including but not limited to, simulations, games, activities, case studies, role-plays and assessments.
- Publishes learning solution content to various sites ensuring targeted audience access. Reviews output from training vendor to ensure courses are addressing defined learning objectives
- Conducts, recommends and implements vendor/product selection of varied media treatments and builds partnerships necessary for success and the seamless integration with social media channels and a mobile learning strategy.
- Conducts evaluation of learning solutions. Evaluates new instructional strategies, methods, technologies and tools related to instructional design, development and delivery. Measures results of learning solution to ensure solution met learning objectives and performance goals through focus groups, surveys and program evaluations.
- Communicates and works collaboratively with internal and external customers and key stakeholders to conduct needs analyses to identify and document knowledge and performance gaps.
- Serves the role of a lead for various instructional design projects.
- Maintains and applies a current knowledge of new delivery methods and adult learning theory for instructional design. Identifies and evaluates the use and effectiveness of new technologies in the learning industry.
- Engages in continuous improvement efforts utilizing industry benchmarks and evaluation feedback.

Qualifications
Minimum Educational and Experience Requirements
- Bachelor’s degree in education or related field required. Five years of instructional design experience, including thorough understanding of adult learning theory and training development techniques required.
- In lieu of a four-year degree, the following education and experience equivalents are acceptable:
- Associate’s degree and seven years of experience in training, instructional design or adult education required; or
- High school diploma and nine years of experience in training, instructional design or adult education required.
Additional Experience
- Experience with identifying competencies, writing learning objectives and using behavior-modeling skill building techniques required.
- Proficiency with eLearning authoring software, course development and delivery tools required.
- Demonstrated creativity and documented immersion in social media preferred.
- Experience with graphics to convey meaning required.
- Experience in creating infographics preferred.
- Experience in video production preferred.
- Experience with gaming and mobile techniques preferred.
- Periodic travel required.
- Knowledge of the ERIE organization preferred.
- Proficiency with word processing, presentation and spreadsheet software to support instructional design required.
