Position Summary
Leads teams focused on Business systems and solution development and support. Designs, builds and supports solutions or improvements to business systems that can be accomplished through technology or alternative uses of existing technology. Oversees technical debt management, currency, KPIs and optimization of people. Serves as a liaison between the technical team, organization leadership, and providers. Oversees technical debt management, currency, KPIs, optimization of people and vendor activity for multiple vendors, may serve as primary relationship manager.
What You'll Do:
Oversee and lead the program execution for our Data Accessibility strategy.
The ideal candidate will possess an understanding of the complexities involved in large-scale data migration projects, particularly from mainframe (e.g., DB2) and open systems (e.g., Oracle, SQL Server) to cloud environments. This includes familiarity with data extraction, transformation, and loading (ETL) patterns, data governance, and the challenges of integrating disparate data sources for a unified data warehouse. Experience working with teams that have successfully implemented such migrations is crucial.
Preferred Experience & Skills:
Leadership and Program experience operating in an agile environment.
The individual for this role should have experience participating in initiatives focused on data quality, data governance, and compliance. This involves understanding the importance of data integrity, security, and regulatory requirements in a multi-customer data environment, and ensuring that program efforts align with critical standards.
While not expected to be a data modeler or a DBA, the candidate should have familiarity of various database technologies (relational, e.g., DB2, Oracle, SQL) and the fundamental concepts of data modeling. This enables effective communication with data architects and engineers, ensuring the data warehouse design meets business requirements for multi-customer access and insights.
Demonstrated experience in guiding teams through the processes of data curation, cleansing, and transformation to create high-quality, consumable data assets. This includes understanding the lifecycle of data from raw source to curated insights and how to enable various stakeholders and customers to effectively access and utilize that data for their analytical needs.
What Makes You Stand Out:
Prior experience implementing data strategies.
A solid understanding of AWS cloud data services and their application in building scalable and resilient data platforms. This isn't about being an expert in each service, but knowing how services like AWS S3, Amazon Redshift, AWS Glue, and Amazon RDS fit together within a modern data architecture. The candidate should be comfortable discussing technical trade-offs and dependencies with others.

- Business Analysis, Influence and Collaboration: Identifies and analyzes business needs, requirements, and objectives, influencing and providing recommendations for solutions or improvements to business systems through technology or alternative uses of existing technology.
- System Design and Cost Estimation: Designs information systems that meet user needs and align with the organization's architecture, estimates the cost of system solutions, and prepares project plans to aid in prioritizing projects and allocating IT resources
- Team Leadership and Quality Assurance: Leads multiple teams in developing within common environments, ensuring high-quality delivery, adherence to quality standards, and providing technical and analytical guidance
- Vendor and Financial Management: Manages the integration of vendor partner development into end-to-end solutions, conducts financial health analysis to manage IT budgets, and plans technology investment decisions to optimize program and portfolio success
- Continuous Improvement and Compliance: Continuously evaluates technology, processes, and architecture to improve performance, plans for team capacity, provides audit support, compliance management, and monitors KPIs to ensure application health and efficient execution

Qualifications
Minimum Educational and Experience Requirements
- Bachelor's degree, in computer or information science, business or equivalent and six years' experience in IT or related discipline; or
- Associate degree in computer or information science, business or equivalent and eight years' experience in IT or related discipline; or
- High School diploma or equivalent and ten years' experience in IT or related discipline.
Additional Experience
- Two years prior supervisory or leadership experience required.

- Completion of relevant designations or training preferred.
