Position Summary

Designs, configures and engineers complex integrated security systems including access control, physical security, CCTV, digital video, intrusion, fire/life safety and other specialized systems integrated with the over-all Technical Security Systems engaged by The ERIE. Provides detailed information/submittals to communicate the design and operation to all team members, corporate management, system vendors and IT personnel. Provides specialized technical support to ensure the efficient implementation, operation and maintenance of all related Technical Security Systems. A large emphasis will be on developing strong design and development standards, performance measuring, and complex IT related system integrations.

Duties and Responsibilities

Designs and/or engineers complex integrated technical security systems including card access, physical security, intrusion, digital video, CCTV, recording, fire/life safety, data, wireless and all proprietary systems. Works with the appropriate system vendors and IT staff as necessary to implement, integrate, update and test systems.

Maintains and applies a comprehensive knowledge of The ERIE's Technical Security Systems. Provides advanced levels of support for all system related issues and problems. Develops and articulates a coherent technology architecture and system wide integration for all the Technical Security Systems.

Defines all Technical architectures components including, hardware, software, OS, performance and monitoring of projects assigned, in alignment with all compliance and best practice guidelines.

Completes all system design(s) and engineering to core engineering standards. Acts as technical design owner and subject matter expert for all assigned projects. Prepares system design layouts and installation specifications, including design documents, drawings and other architectural artifacts.

Works closely with IT on developing and integrating the related and necessary security system applications in the open system environment. Develops and maintains effective working relationships with IT technical and vendor support staff.

Analyzes system hardware and software requirements for all Technical Security Systems. Recommends and orders equipment, software and hardware for both existing and expansion facility projects as required. Oversees, controls, and monitors all system upgrades, including hardware, firmware and software.

Recommends the use of existing and new technologies to ensure core objectives are met for all security and fire/life safety projects. Conduct analyses and provide direction and support for company-wide plans related to internal and external infrastructure security requirements.

Maintains expertise in the principles and techniques required for hardware and software system integration. Maintains knowledge of all system related programming languages, databases, operating systems and platforms.

Participants as a member/advisor of the Crisis Management Team, to lead and conduct on-going risk analysis and physical security audits at all ERIE facilities and corporate functional areas to identify points of vulnerability. Documents and evaluates all points of vulnerability and recommends risk avoidance and reduction strategies.

Manages project scopes, develops and maintains over-all project plans for assigned projects, including objectives, tasks, expenses, deliverables, staff assignments, and task dependency networks. Schedules, prioritizes and delegates project work tasks as required. Leads and participates in structured walkthroughs and reviews of deliverables.

As assigned, manage and coordinate all projects with internal team members, IT, vendors and contractors. Manage the technical security system installations, security integrators, system commissioning and insure all as-built documentation is to required specifications.

Maintains knowledge of current and emerging technologies and industry best practices related to all technical security systems. Conducts related research and communicates relevant industry news and information to staff. Proposes and implements best practices and tools supporting these technologies and practices. Develops system integration skills. Attends industry seminars and /or training sessions in order to stay current with all new security technologies and integration principles

Qualifications

Bachelor’s degree in information technology, computer science, electrical engineering, telecommunications or related field and six years related experience with security integration principles and/or related systems, including detailed knowledge of the design, electronics, programming and troubleshooting of one or more of the following:  card access systems, integrated security systems, hybrid IT-based video systems, intelligent fire alarm systems, or related information technology systems required.; or  

Associate's degree in information technology, computer science, electrical engineering, telecommunication or related field and eight years related experience with security integration principles and/or related systems, including detailed knowledge of the design, electronics, programming and troubleshooting of one or more of the following: card access systems, integrated security systems, hybrid IT-based video systems, intelligent fire alarm systems, or related information technology systems required.; or  

High school diploma and related professional certification(s) and eight years of related experience with security integration principles and/or related systems, including detailed knowledge of the design, electronics, programming and troubleshooting of one or more of the following: card access systems, integrated security systems, hybrid IT-based video systems, intelligent fire alarm systems, or related information technology systems required.; or 

High school diploma and ten years of related experience with security integration principles and/or related systems, including detailed knowledge of the design, electronics, programming and troubleshooting of one or more of the following: card access systems, integrated security systems, hybrid IT-based video systems, intelligent fire alarm systems, or related information technology systems required.  

Previous experience with low voltage electronics required. 

Advanced understanding of digital and analog signaling protocols, communications, information systems and networks required.  

Familiarity with and understanding of security and fire/life safety policies, codes and practices required.  

NICET level III or IV certification or Electronic Security Association NTS Certified Systems Integrator (CSI) or Certified Service Technician (CST) or ASIS Physical Security Professional (PSP) certification preferred.  

Extensive knowledge of database, spreadsheet and report writing software preferred.  

Expert knowledge of one or more of the following: card access/security systems, Premisys hardware/software, and network video system components/software preferred.

In-depth knowledge of intelligent fire alarm systems preferred.

Some travel, including overnight stays required.  This position requires the incumbent to be on call 24/7 and restrict vacations during peak periods.
